Get to know Rhonda P. Hines aka"JR"

Rhonda P. Hines, who founded the management business Hines Management Group, officially retired as the Director of Contracting for the Georgia Department of Defense. HMG has effectively aided executive executives from various sectors, including marketing, entertainment, small business, and government, for over 25 years. 

Since 2009, Rhonda has worked relentlessly with the state and federal governments to approve over $500 million in projects that included traditional JOC, MATO, human resources, IDIQ (A & E), maintenance, FF & E, energy, and environmental bid types before retiring. Numerous initiatives entailed construction.

In 2011, she was awarded the Georgia Medal of Merit for her work on the new Joint Forces Headquarters at Clay AFB. It was the Georgia National Guard's first new building in over two decades. The 225,000square-foot facility added 700 civilian and federal jobs. The facility, along with the Douglasville Armory, was featured in the Army National Guard magazine. 

Rhonda was the first woman of color appointed Director of Contracting, and because of her success, Legacy Magazine profiles her in its 2016 feature debut. Rhonda also built three new Milcon projects worth over $100 million, including FFE (Furniture, Fixtures, and Equipment). 

Rhonda also co-authored the Empower Her (Women's Motivation Book) with Reverend Dr. Dee Dawkins Haigler, former President of the Georgia Black Caucus. Rhonda also moderated a panel at the "65th United Nations Women's Empower Her" virtual forum in March 2021. 

Rhonda, also referred to as "JR," is known for her "no-nonsense" approach to business and personal relationships. Her creative thinking and common-sense approach helped her clients win high-level awards and financial gain. Her sharp wit and contagious enthusiasm have enhanced their success. "I'm not afraid to step on a toe now and then. 

"I am adept at collaborating and communicating with creative and high-functioning individuals. I am familiar with their world, and they understand me. Additionally, we have benefited personally and professionally from our partnerships. 

My role is to assist them in developing a global brand that profits both their passions and the communities in which they operate. They can rely on me to leverage their business's growth through my common-sense approach, strategies, tools, and seasoned decisions that produce long-term results.
